Brings back memories! I first heard of the "do not flush" guidelines in Berkeley during the 1976 drought. Part of the lore was that, as could be expected, the lawyer types over at Boalt Hall were given guidelines by little color charts, like the ones offered at paint stores, going in slight graduations from colorless to yellow to darker yellow, with an indication at which darkness of yellow, it was time to flush.
At the time I was down the hill a little in Barrows Hall with the econ grad students, so this just might be another economists' yarn and tale about lawyer types.
